Levels of Service – Community Facilities and Open Spaces – Southland District Council

By October 30, 2019No Comments

This project for Southland District Council resulted in the identification of Levels of Service and performance measures for provision, development and maintenance of a variety of community assets including parks and reserves, cemeteries, community halls, community housing, public toilets, streetscapes, wharves and jetties.

The primary purpose of Levels of Service is to define what the Council is delivering to its community and whether it is in a manner that is sustainably affordable. Benefits of a robust Levels of Service approach include consistency in service delivery, mechanisms for addressing disparity, significant financial lever to control costs or accelerate expenditure, and a strategic hierarchy on which to base development of subsequent plans, financial report structures, assets and service standards.
