Nelson City Parks & Recreation Management Service Review

Xyst was engaged to review the functions and services undertaken by the Parks and Recreation team within the Operations business unit at Nelson City Council

The review seeked to understand which functions and services Council’s Parks and Recreation Team currently provides in regards to the operational management of Council’s parks, reserves, and public facilities, the current state of these functions and services, and the effectiveness and efficiency of the current team resourced to deliver them.

Additionally, the review examined how the outputs and outcomes which Council and the community require from Council’s parks, reserves, and public facilities are determined, whether there is an agreed set of deliverables for the Parks and Recreation Team and whether there are any gaps or over-delivery in the management of such services and functions

City of Whittlesea – key activity review

Review the performance of key maintenance activities (mowing, trees, horticulture, infrastructure and sportsfields) using asset growth, asset condition and quality auditing data.  Conduct interviews with maintenance contractor to identify strengths and weaknesses.  Review Council’s parks management team structure, resources and policy support.  Recommend future direction for managing and maintaining Council’s parks network.

Review of parks service delivery options and recommendations on an appropriate split between outsourced/in-house work allocations, preparation of service delivery documentation for the delivery of the work packages, development of a quality monitoring system, and establishment of annual work programs for all parks maintenance activities
